When I rebooted it (and spawned at one of the near windmills) game asked me to go bazaar and find Damien (wth?), after I go to the bazaar and find out that he certainly is not there, game prompts the objective find Damien's brother. If you make the “right” choices in the Missing Persons side quest, you might end up there. Basically, you can start the climbing process by head around the corner to the right from the church doors and climbing onto one of the stalls.
